はじめに

視覚若手の会LENS(以下、本会)は、視覚研究に携わる若手が、所属・経歴・キャリアの段階を問わず、対等に交流し、キャリアを築くための場です。Discord上の日々のやりとりも、オンラインや対面のイベントも、すべてこの目的のためにあります。

対等な交流は、放っておいて成り立つものではありません。誰か一人が「ここで発言するのは怖い」と感じた瞬間、その人にとって本会は交流の場ではなくなります。本会がいかなるハラスメントも容認しないのは、規則のためではなく、この目的を守るためです。

ルールを明文化すると場が窮屈になる、と感じる方もいるかもしれません。実際には逆です。何が許されないかがはっきりしているほど、それ以外の議論と雑談は安心して自由になります。

適用範囲

本ポリシーは、本会が運営するすべての場に適用されます。

  • Discordサーバー上のすべてのチャンネル(テキスト・ボイス・画面共有)、および本会での関係に起因するダイレクトメッセージ
  • 本会が主催・共催するオンラインおよび対面のイベント(勉強会、講演会、交流会、懇親会など)
  • 上記の場や参加者に言及する、SNS等の外部での言動

三つめは意外に思われるかもしれません。しかし、イベント会場で直接言えば問題になる中傷が、本人のいないSNSでなら許される理由はありません。場所ではなく、本会の参加者に向けられているかどうかで判断します。

参加者には、運営メンバーも含みます。参加者から運営メンバーへの行為も、運営メンバーから参加者への行為も、区別なく本ポリシーの対象です。

ハラスメントとは

ハラスメントとは、セクシュアルハラスメント・パワーハラスメント・アカデミックハラスメント・アルコールハラスメント・モラルハラスメントなど、相手の尊厳を損なう言動を指します。具体的には、次のような行為が含まれます。

  • 特定の参加者に向けられた嫌がらせ・差別・侮辱・脅迫・人格攻撃
  • 性的な言動、容姿や私生活への不必要な言及、執拗な誘い
  • 許可を得ない撮影・録音・スクリーンショットの取得や、その共有
  • ダイレクトメッセージ等での、相手が望まない執拗な連絡
  • 本人のいないチャンネルやSNSで、その人の尊厳や評判を貶める行為
  • イベントやチャンネルの進行に対する妨害行為
  • 本ポリシーに基づく申し立てを、不当な目的で行う行為

一つひとつを見れば、悪意の自覚がないまま起こりうるものばかりです。「冗談のつもりだった」「盛り上がっていたから」は、受け手の恐怖や苦痛を消しません。判断の基準は発信者の意図ではなく、受け手と場への影響に置きます。

批判と攻撃の線引き

研究の議論では、間違いや誤解、知識の不足を指摘する場面が避けられません。受け手には厳しく感じられる批判も、時に必要です。本ポリシーはそれを妨げるものではありません。

では、どこからがハラスメントなのか。基準は内容と根拠にあります。具体的な根拠に基づき、相手の研究や議論をより良くするために行われる批判は、たとえ厳しくても議論です。一方、根拠を示さず研究の価値そのものを一方的に否定すること、発表者や質問者の能力・人格に矛先を向けることは、批判ではなくハラスメントです。

迷ったら、指摘の対象が「その主張・その方法」なのか「その人」なのかを確かめてください。前者に留まっている限り、議論は本会が最も歓迎するものです。

キャリアの場であるということ

本会は交流だけでなく、キャリア構築の場でもあります。このことは、参加者の間に立場の差──先輩と後輩、教員と学生、採用する側とされる側──が持ち込まれることを意味します。

立場の差そのものは問題ではありません。問題は、それを利用することです。キャリア上の便宜や紹介を匂わせた誘い、断りにくい関係を利用した私的な依頼、進路や所属の選択への一方的な否定は、本会ではハラスメントとして扱います。助言と支配の違いは、相手が断れるかどうかにあります。

相談・申し立て

ハラスメントに該当すると思われる行為を受けた、あるいは目撃した場合は、下記の連絡先までご連絡ください。確信が持てない段階での相談も歓迎します。「これはハラスメントだろうか」と迷っている時点で、相談する理由としては十分です。

連絡いただいた内容および連絡者に関する機密は、適切に保護されます。連絡者(申立人)の身元は、対応にあたる体制が組織されるまで、最初の受信者以外には明かされません。申立人の意向を確認しないまま、対応を進めることはありません。

悪質と考えられる案件が発生した場合、運営は当該案件を集中的に扱う体制を組織し、申立人に不利益がないよう慎重に対応を協議します。

運営の対応

オンライン・対面を問わず、各イベントの開催責任者およびDiscordサーバーの管理者は、悪質なハラスメントを行う参加者に対して、警告を行い、またその場で発言の削除、ボイスチャンネルやイベント会場からの退去、参加権の剥奪を行う権限を有します。併せて、本会として、サーバーからの一時的または恒久的な除名を含む処分を行う場合があります。

処分は目的ではありません。目的は、冒頭に述べたとおり、すべての参加者が安心して発言できる場を保つことです。

おわりに

このポリシーが日常で意識されない状態が、本会の理想です。それでも、もし「発言するのが怖い」と感じる瞬間があったら、どうか一人で抱えず、上の窓口を頼ってください。場を守る責任は運営にありますが、場をつくるのは参加者一人ひとりです。皆様のご理解とご協力をお願いいたします。

Introduction

LENS, Young Researchers in Vision (hereafter "LENS"), is a place where young people working in vision research can interact as equals and build their careers, regardless of affiliation, background, or career stage. Our everyday conversations on Discord and our online and in-person events all exist for this purpose.

Interaction as equals does not happen on its own. The moment even one person feels "I'm afraid to speak up here," LENS stops being a place of exchange for that person. LENS tolerates no harassment of any kind — not for the sake of rules, but to protect this purpose.

Some may feel that writing rules down makes a space feel restrictive. In fact, the opposite is true. The clearer it is what is not allowed, the more safely and freely everything else — discussion and casual conversation — can happen.

Scope

This policy applies to every space run by LENS.

  • All channels on our Discord server (text, voice, and screen sharing), and direct messages arising from relationships formed through LENS
  • Online and in-person events organized or co-organized by LENS (study sessions, talks, meetups, social gatherings, etc.)
  • Conduct outside LENS, such as on social media, that refers to the spaces or participants above

The third item may come as a surprise. But there is no reason that slander which would be a problem if said directly at an event should be acceptable on social media where the person is absent. We judge not by where it happens, but by whether it is directed at LENS participants.

Participants include organizers. Conduct by participants toward organizers and by organizers toward participants are both covered by this policy, without distinction.

What Is Harassment

Harassment refers to conduct that harms another person's dignity, including sexual harassment, power harassment, academic harassment, alcohol harassment, and moral harassment. Specifically, it includes the following:

  • Harassment, discrimination, insults, threats, or personal attacks directed at a specific participant
  • Sexual remarks or behavior, unnecessary comments about someone's appearance or private life, or persistent invitations
  • Taking photos, recordings, or screenshots without permission, or sharing them
  • Persistent, unwanted contact through direct messages or similar means
  • Damaging a person's dignity or reputation in channels or on social media where they are not present
  • Disrupting the running of events or channels
  • Filing a complaint under this policy for an improper purpose

Taken one by one, each of these can happen without any awareness of ill intent. "It was just a joke" or "Everyone was having fun" does not erase the fear or distress of the person on the receiving end. We judge not by the intent of the speaker, but by the impact on the recipient and the space.

Where Criticism Ends and Attack Begins

In research discussions, pointing out mistakes, misunderstandings, or gaps in knowledge is unavoidable. Criticism that feels harsh to the recipient is sometimes necessary. This policy does not prevent it.

So where does harassment begin? The line lies in content and grounds. Criticism based on concrete grounds and offered to improve someone's research or argument is discussion, however harsh. On the other hand, one-sidedly dismissing the value of someone's research without giving grounds, or turning criticism toward the ability or character of a presenter or questioner, is not criticism but harassment.

When in doubt, check whether what you are pointing at is "that claim, that method" or "that person." As long as it stays with the former, discussion is exactly what LENS welcomes most.

A Place for Careers

LENS is not only a place for exchange but also a place for building careers. This means differences in position — senior and junior, faculty and student, those who hire and those who are hired — come into play among participants.

Differences in position are not a problem in themselves. The problem is exploiting them. Invitations hinting at career favors or introductions, personal requests that exploit a relationship that is hard to refuse, and one-sided dismissal of someone's choice of path or affiliation are treated as harassment at LENS. The difference between advice and control lies in whether the other person can say no.

The content of your report and information about you will be kept confidential and appropriately protected. The identity of the person reporting (the complainant) will not be disclosed to anyone other than the first recipient until a team to handle the case has been formed. We will never proceed with a response without confirming the complainant's wishes.

If a case considered serious arises, the organizers will form a team dedicated to handling it and will carefully discuss the response so that the complainant suffers no disadvantage.

How Organizers Respond

Whether online or in person, the person responsible for each event and the administrators of the Discord server have the authority to warn participants who engage in serious harassment, and to delete their messages on the spot, remove them from voice channels or event venues, or revoke their right to participate. In addition, LENS may take measures including temporary or permanent removal from the server.

Sanctions are not the goal. The goal, as stated at the beginning, is to keep a space where every participant can speak up safely.

Closing

Our ideal is a state in which no one has to think about this policy in daily life. Even so, if there is ever a moment when you feel "I'm afraid to speak up," please don't carry it alone — reach out to the contacts above.
